Abstract
This study investigates how the manual procurement procedure at the Philippine General Hospital (PGH) affects service delivery. Using a descriptive-correlational quantitative design and a purposive sample of 66 respondents from procurement and healthcare departments, it identifies bottlenecks in requisition, approval, purchasing, and receiving processes. Key issues include communication breakdowns, delayed decision-making, time constraints, and lack of real-time tracking. Findings suggest significant negative impacts on efficiency, timeliness, quality, and satisfaction of service delivery. Recommendations include transitioning to automated procurement, strengthening employee engagement, and implementing vendor pre-qualification and quality control mechanisms.
