Abstract
This study aimed to develop a school-based early grade language learning and reading proficiency plan to enhance literacy outcomes among early grade learners. It sought to examine the literacy profile of students based on the reading proficiency assessment, assess the extent of implementation of the current early grade language learning across key components, identify challenges encountered by teachers, evaluate the acceptability of the developed program. to enhance literacy outcomes among early grade learners. Finally, the study will seek to determine if there is a significant relationship between the extent do schools implement and do the teacher-respondents experience challenges and level of acceptability the school-based early grade language learning and reading proficiency plan Findings revealed that prior to the intervention many students were at lower proficiency levels in English reading. Post-intervention data showed improved literacy, with more students achieving Grade Level proficiency. In Filipino, results showed improved diagnostic assessments and reclassification accuracy, particularly in Moderate and Full Refresher categories. The early grade language learning was highly implemented in schools across multiple components, including instructional resources, planning, professional development, LAC sessions, and assessment. However, teachers reported challenges in training, instructional time, student behavior, and parental engagement. Despite these, the developed early grade language learning and reading proficiency plan was rated as highly acceptable in terms of relevance, clarity, feasibility, and sustainability. The study concluded that with proper implementation and support, the program can significantly improve early grade language learning, providing a strong foundation for future learning.
