Abstract
Public organizations in the Philippines have been using IPCR to measure employee performance. Performance refers to the degree to which objectives are accomplished and the extent to which targeted problems are resolved. Employees' morale relates to the attitudes and opinions employees have about their jobs. Self-actualization refers to the concept of an individual reaching their full potential. The objective of the study was to assess morale, self-actualization, and performance, and to investigate the relationships among morale and performance, as well as between self-actualization and performance. This study investigated whether morale and self-actualization significantly predicted performance and subsequently identified which domain of morale and self-actualization most significantly predicts performance. This quantitative correlational research surveyed DOST employees from Regions IX, XI, and XIII. The analysis revealed that employees had high morale and very high self-actualization and performance. Morale and self-actualization had a weak positive correlation and were not predictors of performance. Employees take pride in being DOST personnel, marked by simplicity as they pursue their goals and consistently meet the requirements of the law and/or clients on time. Recommendations include that management continue to foster HRM programs that enhance employee morale and promote self-actualization.
