Smart Municipality is a concept of sustainable urban development that aims to improve the quality of life of citizens, increase economic growth, and ensure efficient delivery of services and sustainable development. This study investigates the relationship between citizens' readiness and intention to use Smart Municipality Services (SMS) by using satisfaction and discomfort as mediators. The study also aims to understand the role of technology readiness as a personality trait in shaping user satisfaction, discomfort, and intention to continue using SMS. A mixed research method was used in this study. The qualitative research phase involved a series of interviews with smart municipality experts to gain insights on SMS and the enablers and inhibitors that would affect the adoption of the services. The quantitative research phase consisted of a survey of Ibaan citizens to test the hypotheses. The results of the study showed that there is a positive relationship between citizens' readiness and intention to use SMS. Satisfaction and discomfort were found to be mediators in the relationship between readiness and intention to use. Technology readiness was found to be a significant predictor of satisfaction and discomfort. The findings of this study suggest that the Municipality of Ibaan and its citizens are ready for the adaptation and implementation of SMS in the long-term. The study also provides insights on the role of technology readiness in shaping user satisfaction, discomfort, and intention to continue using SMS.
