Knowledge transfer mechanisms and capacity development strategies for National Irrigation Administration (NIA) CALABARZON irrigation project development

Abstract

This study evaluated the National Irrigation Administration’s (NIA) CALABARZON implementation of knowledge transfer mechanisms and capacity development strategies and their connection to the organization’s performance in irrigation project development across the Regional Irrigation Management Offices. It tested the hypothesis that there is no significant relationship between knowledge transfer mechanisms and organizational performance, no significant relationship between capacity development and organizational performance, and no significant difference in organizational performance across profile groups. A descriptive correlational design was used with 135 respondents selected through purposive sampling. Data was gathered using a validated survey questionnaire covering knowledge transfer, capacity development, and organizational performance indicators. Statistical treatments used include frequency, percentage, weighted mean, Pearson’s correlation, t-test and one way ANOVA. Findings showed that knowledge transfer mechanisms and capacity development strategies were implemented at high to very high levels, indicating strong organizational support for learning and development. Organizational performance was rated very high in stakeholder engagement, while technical performance showed moderate challenges in output revisions. Results revealed significant positive relationships between knowledge transfer mechanisms, capacity development strategies, and organizational performance. Community of practice and after-action review demonstrated strong associations with multiple performance dimensions. While performance was consistent across sex, unit and transfer history, office-based differences were observed in human capital performance and stakeholder engagement. The study concludes that effective knowledge transfer mechanisms and capacity development strategies enhance organizational performance in irrigation project development. Long-term sustainability requires institutionalizing systematic practices such as reflective reviews, mentoring, competency-based training, and digital repositories. Embedding localized leadership and leveraging digital platforms are essential to sustain technical expertise and organizational performance in irrigation project development.
