Abstract

This study evaluates the operational efficacy of the Manufacturing Productivity Management (MPM) system among Micro, Small, and Medium Enterprises (MSMEs), focusing on the critical relationship between organizational involvement and technical process implementation. Utilizing a mixed-methods research design, baseline data were collected across key technical dimensions—including plant layout, machine utilization, and operational workflows—to assess current productivity frameworks. Quantitative analysis revealed significant variations in program engagement based on distinct business profiles, alongside a strong, positive correlation between active enterprise involvement and the successful implementation of core technical enhancements. Concurrently, qualitative evaluation identified critical operational challenges and institutional opportunities encountered by MSMEs during program execution. These combined empirical findings provide a data-driven foundation for a newly proposed Enhanced Productivity and Management Program designed to mitigate systemic implementation barriers. Ultimately, this research offers an actionable framework for optimization, demonstrating that structured consultation interventions and aligned stakeholder engagement are vital for sustaining long-term operational efficiency and industrial scaling in the MSME sector.
