Abstract
This study examined the relationship between Early Childhood Care and Development (ECCD) service standards, local educational management practices, and program outcomes in barangay day care centers. It assessed the level of implementation of ECCD standards in areas such as learning environment, health and nutrition services, curriculum, Child Development Worker competence, and parent and community involvement. It also evaluated management practices, including planning, resource allocation, supervision, coordination, and program evaluation, as well as children’s developmental outcomes in health, nutrition, and learning domains. A descriptive–correlational research design was employed, with data collected from ECCD stakeholders, including Child Development Workers, implementers, and parents, using a validated survey questionnaire. The data were analyzed using weighted mean and Pearson correlation. Findings revealed that ECCD service standards and management practices were generally well implemented, although improvements are needed in resource allocation and inter-agency coordination. Program outcomes showed positive results in children’s overall development. Moreover, a significant relationship was found between ECCD service standards, management practices, and program outcomes, indicating that effective management and adherence to standards contribute to better child development outcomes. The study concludes that strengthening management practices and maintaining compliance with ECCD standards are essential to improving program effectiveness. It recommends enhanced capacity-building initiatives, adequate resource provision, and stronger stakeholder collaboration to sustain quality ECCD service delivery.
