A quantitative analysis of system loss reduction trends in the First Laguna Electric Cooperative Inc. (FLECO) from 2021-2025: A public administration perspective

Abstract
This study aimed to analyze the system loss reduction trends of First Laguna Electric Cooperative, Inc. (FLECO) from 2021 to 2025 and determine the relationship between technical and non-technical measures and public administration perspectives in terms of efficiency, accountability, and governance. The study utilized a descriptive-correlational research design focusing on annual system loss percentages, variance from the ERC allowable cap, and operational interventions implemented by the cooperative. The respondents consisted of 100 selected personnel directly involved in system loss reduction activities, chosen through purposive sampling from 192 employees of FLECO. Data were gathered using a structured questionnaire with a 5-point Likert scale and supported by actual system loss records. Statistical tools such as frequency distribution, weighted mean, and Pearson correlation coefficient were used in analyzing the data. Findings revealed a consistent decline in system loss from 2021 to 2025, with all values remaining below the ERC allowable cap, indicating improved operational efficiency and regulatory compliance. Technical and non-technical measures showed a significant relationship with efficiency but no significant relationship with accountability and governance.
